Fears are growing, in Europe in particular, over the “buy USA” clause in President Obama’s $825-billion economic stimulus plan, the Senate version of which calls for federal aid in certain sectors to be limited to those projects utilizing only American-made goods and materials. Politicians and business leaders have reacted angrily to the provision, saying it constitutes a return to protectionism – with many in the outsourcing sector wondering whether the next step will be to “protect” services as well as tangibles.
