Ask for leave requests at least a month in advance, showing how much you want your employees to enjoy their holidays and your effort to minimize the impact on business. Appoint some of your employees to create motivational activities and contests, get fireworks, sweets etc. and advertise it with posters and banners, basically make it more fun to be in office than anywhere else. If you are already doing the above, employees will understand if you put harsher punishment for absent-ism, be it monetary or disciplinary. Of course we know that no one size fits all, there will always be people who no matter what you do, will take a leave or crib. The only thing we as managers can do is to reduce such occurrences with a 20% buffer (approx).
As for Indian Holidays, download the govt holiday list via google and provide it to your HR to finalise the holidays as per the norms and guidelines of the company.
