You should consider that there in a big competition and you should prepare really a good offer to be chosen from many competing parties. Try to explain your potential clients why they should choose you, what you do better then the competition. Also put your references for the clients to see how many projects you have already done. Personalize your offer: write a little bit about you, your employees, add some pictures, write some words about your company and their history.
Strategic perspective: just promote yourself in every possible way. Write an interesting offer to different chambers of commerce, introducing yourself and offering your services for new established companies for a good price. Or ask them for the list of their members and contact them individually. Write some interesting white papers and distribute them free to the parties who you think could have an interest in them. You can also try to contact companies being your target market, choose some of them and just try to persuade themselves that you are the exact business partner (and why).
